Message from our President regarding Tram

On Tuesday, 21 July, during the Becker County Commissioner’s Meeting the issue of the reopening of the Lake Sallie – Muskrat Lake Tram was again addressed. During the Open Forum several Lake Sallie residents spoke in support of opening the Tram. Once again as on 7 July at the previous meeting there was a very large turnout of Sallie supporters. There was a smaller contingent from Detroit Lakes with two individuals who spoke in opposition. There were also two letters read in opposition, one from the VP of the Lake Detroiters and one from the President of the Bad Medicine Lake Association. A letter stating concern was read by the VP of the Becker County Coalition of Lakes Association. Peter Meade, head of the Becker County Soil and Water Conservation District where the AIS Coordinator is located presented a paper that was apparently prepared last year that laid out a series of options for opening the Tram and mitigating the effects of possible AIS contamination. The Commissioners decided that it was too late this season to realistically do anything, and directed Mr. Mead to work with the two Associations, the appropriate County personnel, and the DNR to see if there is a possible working solution that would satisfy people’s concerns and could be presented next Spring to the Commissioners. I stated formally at the meeting that the Lakes Melissa and Sallie Association would be very willing to participate with the group on searching for a solution. In light of that I am in the process of putting together a small committee to work this issue. If anyone has any suggestions or comments don’t hesitate to contact me. Finally, like the meeting on the 7th, our concerned Lake Sallie Members who attended did an outstanding job of presenting their positions.

Eken fights MPCA, says costs could break Greater MN cities

In Detroit Lakes, the Minnesota Pollution Control Agency has set the most stringent phosphorus emission standard in the state, essentially forcing the city to spend some $30 million on a new wastewater treatment plant.
Most of the cost will be paid through higher wastewater utility bills – the average DL resident will eventually pay about $35 a month more for decades.
In Moorhead, the MPCA is essentially forcing the city to spend up to $10 million to reduce its phosphorus emissions to the Red River from 4 mg to 1 mg per liter – even though Fargo’s standards are 12 mg per liter.
The Moorhead plant contributes less than half of 1 percent of the phosphorus flowing into Lake Winnipeg.
Whacking Minnesota cities and companies without addressing the overall problem in the Red River basin, including emissions from North Dakota, is like building half a dam, said Minnesota Sen. Kent Eken.
“They (the MPCA) didn’t take into consideration the cost and whether the incremental benefit they have is worth the cost,” he said. “If it’s not worth the cost, we can use those dollars more wisely.”
Other cities across the state are also being required to spend millions to upgrade their wastewater treatment plants due to more-stringent MPCA permitting requirements.
“We’re kind of reaching a breaking point here with some of the regulations coming down the pike, and there’s going to be more,” Eken said. “Regulations on top of regulations could ultimately break the backs of our greater Minnesota communities and businesses.”
Eken is the chief sponsor of a Senate bill that would have required MPCA regulations to undergo cost-benefit analysis, undergo scientific peer review of water-quality standards at high cost levels ($50 million statewide or $5 million per community or business), and require Legislative approval of high-cost rules.
That last one was a no-starter with fellow DFLer Gov. Mark Dayton, but Eken won a partial victory this legislative session on the first two reforms.
A cost-benefit analysis will now have to be done, and the MPCA will now have to explain itself when it decides not to use the independent peer review process.
“I did have language in there also dealing with the phosphorus issue, feeling the MPCA doesn’t adequately take into consideration the costs that are being proposed. They can be extremely high, and if there are little if any benefits (the state risks sparking a backlash) if they’re not applied in a common-sense way,” he said.
Eken says he has been accused of being anti-environment, which he says is not true. But he believes it’s the Legislature’s job to look at the big picture when it comes to the impact of expensive MPCA mandates across the state.
“I don’t want to write the rules, but the Legislature needs to have some oversight of the process. Agencies don’t pay the costs … They do think about the costs, but not enough. The state agencies would be a lot more sensitive to that if (the state) had to pick up the costs.”
At this point, said Bradley Peterson, senior lobbyist for the Coalition of Greater Minnesota Cities, “it’s going to be a city by city issue. They may need to be very aggressive in challenging the MPCA on the standards MPCA wants to impose on them.”
Dan Dorman, executive director of the Greater Minnesota Partnership and a former state representative, said the MPCA is “on notice they can’t just do what they want – people are paying attention … We need to hold MPCA’s feet to the fire on their promises to work with communities. We need to force them to live up to their commitments.”

4th of July Boat Parade Info
4th of July Boat Parade
The Annual Boat Parades on Sallie and Melissa are always held on the 4th of July, whatever day of the week it falls on. Parade starts on Melissa at the old Village Resort/river near Shoreham at 10:30; on Sallie, gather at the same time at Maloneys/Michaelsons. Travel slowly, not too close to the boat in front of you, wave and get as close to the shore as is safe. Please remember this is for fun only! The real reward is the chance to celebrate Independence Day and to enjoy the lakes with family, friends and neighbors.
The trophy itself is a traveling trophy of modest size, and there is no monetary reward or great publicity involved. Have fun and don’t forget to submit your parade and 4th of July celebration photos to the website!
The rules are intentionally loose: the theme can be of the participants’ choice. Most are red, white, and blue, but often the ones that stand out are big productions depicting events, movies, etc. The Judges are encouraged to choose whatever grabs them the most. Over the years, the range of winners has been amazing.
On Sallie, the Leversons won one year with a very modest entry: a simple boat with a small, family crew and nice 4th of July decorations. Nothing flashy, but the simplicity of it touched the judges. Sometimes, sheer effort and ingenuity win the Judges over. There is no rule against winning more than once. In fact, it seems that winning can get in one’s blood and spurs past winners into new heights of planning and decorating. Many families work on their ideas all year and get great enjoyment out of a multi-generational affair!
On both Lakes Melissa and Sallie, some families have won two or three times.
For example, the Andersens of Lake Melissa proved formidable and might still be winning if they hadn’t moved to Big Detroit. The Ericksens lost in 2002 and worked hard to get it back in 2003. We congratulate all the participants, as it makes it a wonderful day for each lake.
The secret judges are not always the same, and the number of them varies from year to year. Often, they do not know the winners personally or even their names, but identify them by describing the boat/theme. The Judges remain anonymous so the participants must appeal to all observers, never knowing who may be deciding the outcome. The Judges are usually unanimous in choosing a boat, or select by majority. The Judges call Recreation Chair Hallie Larsen with the results after the parade passes them, and then Steve and Hallie go out and award the trophy. If you don’t get a visit, you did not win, but you can always check the website, call Hallie for the results or watch for the posting at the Hotel Shoreham later that day.
We have a traveling trophy for spirit from the lakeside: decorations, participation, and enthusiasm will be judged from the lake by anonymous boaters in the Parades. Get together with your family, friends, neighbors and cheer on the Parade
The Judges are selected by Hallie Larsen. If you would like to volunteer, please contact her at 847-5583 or shlar@arvig.net. You must be willing to remain anonymous, to observe the whole parade and be ready to report. It is preferable if you have a number of people at your site to help select the winner. Families and many generations have a great time doing this, and we like to move this duty around.

Lake Melissa Sallie Beach Captain Duties
Beach Captain Responsibilities:
Beach Captains facilitate interaction and communication among lakeshore residents, LMSA officers and board members. This approach enables a face-to-face contact between representatives of LMSA and residents of the lake. Beach Captains shall:
- Identify new owners on their beach. Visit and introduce them to the association.
- Report ownership changes to the Membership chair and the Database Coordinator.
- Encourage all property owners to become members of LMSA.
- Assist with the data base updates by reminding residents to forward changes in information to the Database Coordinator.
- Act as liaison between the property owners and the LMSA Board of Directors.
- Distribute flyers of important information or events to each property owner in your area.
- Assist in the distribution of the membership directory.
- Identify possible volunteers for association projects.
The following is taken from the LMSA Articles of Incorporation:
The board of directors shall consist of the Executive Board, ad hoc Committee Chairs and Beach Captains. Standing Committee Chairs, ad hoc Committee Chairs and Beach Captains shall be elected by the members at the regular Annual Meeting and shall hold office for One Year, or until their successors are elected.

Children between the ages of 12 to 17 are required to take an at-home or on-line study course in order to operate a watercraft above 25 horsepower. This includes most Jet skis. See details in manual for Jet Skis, rules change yearly.

GREATER MINNESOTA GAS
Greater Minnesota Gas (GMG) will make a presentation at the Annual Meeting on June 20 to update members on the new gas line they are installing along selected shores of Sallie and Melissa. Until then, call GMG 888-931-3411 with questions.
ANNUAL LAKE VIEW TOWNSHIP CLEANUP DATES
June 12,13 &15 and June 19-21 are the CleanUp Dates. You should be receiving a mailer notice from the township soon. There are rules for what can be brought to their site, so read the flyer carefully.
BEACH CAPTAINS’ & OFFICERS’ MEETING
The most important date to put on your calendar is the meeting of the Beach Captains and Officers on June 13 to be held at 9:30 am sharp at the Shoreham Hotel. We have a number of issues that will require your vote and urge you to attend. We will be taking a new approach on encouraging members by giving you a list of the people on your beach who have not sent in their dues for 2015, so you will know exactly who to contact as you make the rounds of your beach.
Review information about Beach Captains’ responsibilities here. Beach captains, please read before our meeting; others, read it if you are interested in becoming a Beach Captain. We really need volunteers from each Beach. Call Vicky Williams (218-847-5923) if you are willing to volunteer. Call Mary Ann Bond (218-846-1898) if you cannot make the meeting — she will let you know how to pick up your materials.
Our Beach Captains work diligently to help keep our membership roster up to date. Please help by responding to their requests for information. They will be working on your beach starting mid-June. Thanks to all the volunteers who help make MelSal work.

Please keep an eye out for this 4 wheeler that was taken from my residence on south Melissa Dr Saturday between the hours of 6pm-12am while I was fishing on lake Sallie. If your traveling to and from the lakes and see one like this please send me or the Becker County sheriff any information. And remember association members it could happen to you.

ANNUAL MEMBERSHIP MEETING
The Annual Membership Meeting will be held on June 20 at the Shoreham Chapel with the social to start at 9:30 and the meeting at 10:00.
“NEW” MELSAL OFFICES OPENING
Immediately after the Annual Meeting of the Melissa-Sallie Association we will have the GRAND OPENING of the new office space in the Shoreham “gas station.” Bring your family, friends and neighbors for a continuation of our social hour. A Shoreham gift will be given to all who attend. Our merchandise is mostly half-price. Our offices are scheduled to be open now, if we have volunteer staffing.
BOAT PARADE
The 2015 Boat Parade will begin at 10:30 sharp, Saturday July 4. Boats will gather at the channel (Melissa and Sallie) and proceed counter-clockwise around the lakes. Prizes will be awarded for the best decorated water crafts and homes/docks.
We are still seeking one or two more people to help judge the Melissa Boat Parade. It only take a few hours. Can you help? Please call Carolyn Becraft to volunteer: 218-846-1943.
